Li graduated from the Department of Applied Chemistry, Chongqing University, majoring in Applied Chemistry in 1988, graduated from the School of Chemical Engineering, Chongqing University, majoring in Physical Chemistry in 1991, and graduated from Chongqing University, majoring in Fibre Optic Chemical Sensors, majoring in Precision Instrumentation and Mechanics, as a PhD candidate in 1999, and was released from the post-doctoral station in 2002. He is one of the first batch of enterprise science and technology specialists in Chongqing Municipality, and is the subject responsible expert of the "Natural Gas Chemical Industry Major Project".
